Enrolment at Westlake Boys High School:
an explanation from the Board of Trustees


1.    Westlake Boys High School is a successful school on Auckland's North Shore. It is the only state boys' school on the North Shore, and is both distinctive and popular. It is very well supported by its community, as it has been for the fifty years of its existence.

 

2.    It aims to serve the whole of its community, and is proud that it reflects accurately the increasingly multicultural area that it serves. The school's community is to be found within its designated 'school zone', as well as beyond the boundaries of that small space. Westlake's community includes staff, former students and friends of the school, and is to be found throughout the North Shore, Auckland, New Zealand and the world.

 

3.    Westlake Boys High School provides State secondary education from Form Three to Form Seven for boys only, recognising the preference for single-sex education by the School community.

 

4.    Westlake Boys High School is committed to offering as broad and balanced an education as possible, including a dual pathway in the senior school. It will offer a full range of courses to its students, and will endeavour to ensure that the needs of each young man is met through its curriculum.

 

5.    Westlake Boys High School provides boys with a rigorous academic education. Each student is expected to pursue excellence in acquiring the knowledge and skills and the sense of values which the school has always provided.

 

6.    The school expects the pursuit of all-round excellence in academic, sporting and cultural activities, encouraging each student to recognise and develop his individual potential to the full and to gain pride and satisfaction through setting demanding personal goals and striving to attain them.

 

7.    Two other facts are also relevant in determining the character of our Enrolment Scheme:

 

    (a) The geographic location of Westlake Boys High School on Auckland's North Shore, and its relatively small school zone, on the edge of an area of significant population growth.

 

    (b) The fact that Westlake Boys High School is the only State boys' school on the North Shore, the result being that the demand for entry to the school by parents seeking a quality single sex education for their sons is enormous.

 

 

Westlake Boys High School's Enrolment Scheme

Confirmed by the Board of Trustees on 23rd November 2011.

The Secretary of the Ministry of Education (“the Secretary”) has given written notice that there is, or is likely to be, overcrowding at Westlake Boys High School (“the School”) unless an enrolment scheme applies in terms of Section 11 A to 11 PA of the Education Act 1989. 

Home Zone:

The home zone of the School is:

a)  as described in 'A Boundary Description of the Zone of Westlake Boys High School; and
b)  as shown in the map entitled 'A Map of the Zone of Westlake Boys High School.

Subject to the provisions of the Education Act 1989, any boy of secondary school age who applies for enrolment at the School and who lives in the home zone is entitled to enrol at the School.

The selection of applicants who live outside home zone:

Each year the Board of Trustees of the School shall give notice of:

a)  The likely number of out-of-zone places to be offered by the School; and

b)  The significant pre-enrolment dates and procedures; and

c)  The date or dates on which any ballot will be held, as referred to below.

Notice of the above will be published in the North Shore Times.

An applicant who lives outside the home zone is entitled to enrol at the School if he is offered a place at the School in accordance with the procedure set out below.

The order of priority in which applicants who live outside the home zone shall be offered places at Westlake Boys High School as follows:

a)  First priority shall be given to any applicant who is accepted for enrolment in a special programme run by the School (as defined in Section 11 B of the Education Act 1989). This priority group is not applicable to the School because the School does not run any special programmes as defined in Section 11 B of the Education Act 1989.

b)  Second priority shall be given to any applicant who is the sibling of a current student at the School.

c)  Third priority shall be given to any applicant who is the sibling of a former student of the School.
 
d)  Fourth priority will be given to any applicant who is a child of a former student of the School (an 'Old Boy' or a 'Westlaker').

e)  Fifth priority shall be given to any applicant who is either a child of an employee of the Board of the School or a child of a member of the Board of the School.

f)  Sixth priority shall be given to all other applicants.

If there are more applicants in the priority groups than there are places available, selection shall be by ballot conducted in accordance with instructions issued by the Secretary under Section 11 G of the Education Act 1989. In practice, this means that Westlake Boys High School is highly likely to run a ballot.

To every applicant whose application is refused or declined the Board of Trustees of the School shall give written notice of the reason why the application has been refused or declined. 

Enrolment Procedure

Applications for a place at Westlake Boys High School must be made on the official forms available from the school. These forms will be available at our Information Evening in the preceding year or from Reception after the Information Evening has taken place. We strongly advise all potential applicants to attend our Information Evening, as this offers young men and their families a chance to gain a clear picture of our school. Information about our enrolment procedures will also form part of the evening, and there will be an opportunity to ask questions of senior members of staff.

Applications, together with all the requisite documentation, should be brought to one of the school's Enrolment Interview Days. Details will be checked as part of our interview process.

Successful applicants will be advised by mail.

Unsuccessful applicants will also be advised by mail. If your application is unsuccessful you may appeal the Board’s decision by asking the Ministry of Education to direct the Board to enrol the student. Application forms are available from the Ministry’s local office.

In Zone requirements

Applications for In Zone places can only be accepted once the boy is living in the school zone with his parent(s) or legal guardian.

Please note that 'living in the school zone' means that a student has his main residence in the school zone. Please also note that the school will not accept the temporary transference of guardianship to someone living in zone as evidence that a student is living in zone with his parent(s) or legal guardian.

We will only accept the following evidence of residence in zone:

An Unconditional Purchase agreement OR a Certificate of Title OR a completed tenancy agreement and bond lodgement form for an in-zone property, in the name(s) of the parent or legal guardian of the applicant OR such other evidence of residency in zone as may be acceptable to the School, in its sole discretion ;

and

An electricity bill for an in-zone property indicating residence of at least a month, in the name(s) of the parent or legal guardian of the applicant;

and

An additional utility bill, such as a telephone landline bill or a water and sewage services bill indicating residence of at least a month, in the name(s) of the parent or legal guardian of the applicant.

Please note that:

•    We also require evidence of identity and right to reside in New Zealand for all applicants: we will ask to see your passport or, for those born in New Zealand, your birth certificate. Originals are required.
•    Further documentation may be requested at any time.
•    Applications will only be processed once all documentation is received.
•    The School may actively collect information and make all enquiries necessary in its opinion to ensure that enrolment details contained in the application are accurate.
•    We may also, in our discretion, require that you confirm the information you provide by presenting it to us in the form of a statutory declaration sworn under the Oaths and Declarations Act 1957.

Out of Zone requirements

•    We require evidence of identity and right to reside in New Zealand for all applicants: we will ask to see your passport or, for those born in New Zealand, your birth certificate. Originals are required.
•    We also require two pieces of evidence as proof of address: utility bills and/or sale and purchase agreements or tenancy agreements are sufficient.
•    Further documentation may be requested at any time.
•    Applications will only be processed once all documentation is received.
•    The School may actively collect information and make all enquiries necessary in its opinion to ensure that enrolment details    contained in the application are accurate.
•    Parents or Guardians may be required to sign a statutory declaration confirming that they have given us accurate information.

The ballot is a computer generated random sort and conducted under police supervision. The process does not take into account individual students’ achievements.

Each year the Board of Trustees will determine the number of places that are likely to be available in the following year for the enrolment of students who live outside the School zone. Places will be offered to applicants according to their priority group, and then according to their position on the list generated by the ballot. Priority groups are prescribed by legislation and set out in our Enrolment Scheme.

Applications for the Out of Zone ballot will close on a date specified by the Ministry of Education each year, usually early September. 


Enrolment - Frequently Asked Questions

In Zone Enrolments

1. How long do we need to have lived in zone before making an application to enrol?

There is no minimum time. But we do need evidence that you are living at the address i.e. the latest electricity and phone accounts. These are not usually available until at least a month after moving into a new property so it is best to allow a minimum of a month.

2. I have purchased a property and settlement takes place in 6 weeks. Can I apply to enrol now?

We cannot process an application in advance on the basis of a signed tenancy or settlement. You must be resident at the enrolment address before making an application.

3. My husband and I are separated and only one of us lives within the school zone. Is my son entitled to enrol?

This depends on where he spends the majority of his time while the school is open for instruction. In order to satisfy the school of this you will need to supply a copy of the custody agreement or other legal documentation.

4. Can my son live with his Aunt / my friend / a Home stay family in zone?

No. Students can only live with their parent or legal guardian. Temporary changes in guardianship are not acceptable to the school.

5. Can we live in zone during the week and out of zone at weekends?

It depends. If the family home is in zone, and some weekends are spent at a bach or holiday home, this would of course be acceptable. It is not permissible to rent or buy a property in zone with the intention of using the property to gain admission to the school and living there only part of the time. Having a week-day 'crash pad' is not 'living in zone'.

5. How long do we have to remain living in the zone?

It is the Board’s expectation that the student will remain in zone for the duration of his schooling at Westlake Boys High School.

6. What do we do if family circumstances force a move out of the zone?

If you want your son to remain enrolled at the School you need to seek permission before moving out of the zone. The School considers all such applications on a case by case basis and may, in its discretion, allow boys to continue their schooling at the School. Others will be advised that a move out of zone will jeopardise their son’s continued enrolment and could lead to his enrolment being annulled. If your son moves out of zone within his first two years at the school, the Board will review his enrolment and is likely to annul his enrolment as a result of that review.

7. Will the School be offering any out of zone places in 2013?

Yes, but the number will depend on the number of in zone applications we receive. This varies from year to year. Over the past 5 years numbers have ranged between 100 and 200 at Form 3 level and 0 and 15 at other year levels. These numbers are from the final ballot category once boys holding priority have been offered places.

9. My son is a very strong academic/sportsman/musician. Will this give him preference over other boys for an Out of Zone place?

No. The ballot is carried out under police supervision and is similar to a lottery or lucky dip.

10. Do sons of Old Boys receive priority through the ballot?

Yes. Legislation passed in 2010 allows for children of former students to receive priority in the out of zone ballot.

11. When will we hear the results of the ballot?

The School will notify you in writing of your ranking on the ballot within a week of the ballot taking place. Places will be offered at any time between then and the commencement of the 2013 academic year as the number of in zone enrolments becomes clear.

General

13. How much is the School donation?

In 2013 the School donation is $____ per annum. It is adjusted annually to reflect the cost of living.

14. Does the School have an Open Day?

We have an Information Evening in July every year, and we then interview every applicant to enable him and his family to ask any questions they may have of the school. All of the interviews are conducted by experienced, senior members of staff.

15. Do you have scholarships for boys to attend the School?

As a state school all boys within our zone are entitled to enrol and we aren’t able to offer scholarship places to boys from out of zone.

A Boundary Description of Westlake Boys High School Zone as follows:

Southern Boundary

The zone line is from the sea along Earnoch Avenue, which is included, across Hurstmere Road and along the edge of Lake Pupuke, excluding Killarney Street and Manurere Avenue to Taharoto Road, but including Kowhai Street and Pupuke Road. It crosses Taharoto Road at Killarney Street corner and continues south of Dominion Road (included) to Onewa Domain.

Western Boundary

The zone line runs through Onewa Domain, crosses Northcote Road and goes up by the golf course, excluding all streets to the west, until it reachs Benders Avenue, which is included. It runs along Coronation Road (included, also including Nicholson Place) until it reaches Beatrice Avenue (excluded). It runs south of Archers Road to Sunnybrae Road (Archers Road from Sunnybrae to Coronation Road excluded), then north along Chivalry Road (included, and including Edgeworth Road) to its junction with Diana Drive. It travels along Diana Drive until it reaches Weldene Avenue (excluded). From there it runs north to Hogans Road (excluded, as are Ngatoa Place and Normanton Road). The zone line runs south of Hogans Road and crosses Wairau Road at Kathleen Place which is included. It runs south of Ellice Road (excluded) and Woodson Place (excluded), crosses Target Road and runs South of Sunnynook Road until the Northern Motoway is reached (excluded) Sunnynook Road from Motorway to East Coast Road (included).

Northern Boundary

The zone line leaves the motorway at Sunset Road and runs east along Sunset Road (included) to East Coast Road, along East Coast Road (included) to Kowhai Road (included). It runs along Kowhai Road and across Beach Road to the sea. Whitby Crescent is included.
